WhatsApp utility templates: how to write them so they stay Utility
Don’t pay 9.2× more for the important, transactional messages you send your customers.
A guide for any business sending updates on the WhatsApp Business Platform: what Meta treats as Utility, side-by-side examples and what to check before every send.
Meta charges per delivered message by category, and in Brazil, a Marketing message costs US$0.0625 and a Utility one US$0.0068, 9.2× less (rate card effective Oct 1, 2026; the gap varies by market). See Meta’s rate card. This guide shows how to write updates that stay Utility.
The golden rule
The message must be tied to a specific, verifiable request or transaction of that person. Its real purpose prevails over the label.Picking “Utility” at submission decides nothing: Meta reads the content and sets the category.
In practice, in 4 steps
- Say which request the message is about.
- Bring a new fact about it.
- End with a question or task about that request.
- Keep any offer for a Marketing template.
Three things that make it Marketing
Anatomy of a utility template
Each part has a job. The anchor (2) is what separates an update from a pitch.
Hi {{1}}. Your {{2}} appointment with {{3}} has a new time: {{4}}. Can you confirm the new time?
Buttons about the same task
- Header (optional). Short text with the subject. A GIF header is a Marketing feature.
- Greeting. The person’s name, in a variable such as {{1}}.
- Anchor. Which request it is: the order, the appointment, the ticket.
- New fact. What changed or what is missing.
- Next task. A question or action about that request.
- Footer (optional). Who is sending.
- Buttons. One to move forward and one to ask for help or decline, both about the same task.
Examples by sector
Choose a sector. In green, the version that stays Utility; in red, the one that becomes Marketing, with the sentence that changes the category highlighted. Examples written by Pink to illustrate.
Clinic · appointment rescheduled
Hi {{1}}. Your {{2}} appointment with {{3}} has a new time: {{4}}. Can you confirm the new time?
Why: it is about an existing appointment and asks for a task on it.
Hi {{1}}! Your appointment moved to {{4}}. While you are here, check out our discounted check-up package.
Why: the notice is real, but the offer in the same text makes it mixed content, and mixed content is Marketing.
- Confirm, reschedule or remind about a booked appointment.
- Ask for a test or document for that appointment.
- Offer a package, extra test or discount in the same text.
Online store · order on its way
Hi {{1}}. Order {{2}} is out for delivery and should arrive {{3}}. Your tracking code is {{4}}.
Why: it names the order and brings a new fact about it.
Your order {{2}} is on its way! Why not add something else? See this week’s new arrivals.
Why: the invitation to buy again has nothing to do with the order.
- Order, payment, shipping and delivery confirmations.
- An exchange or return the person requested.
- New arrivals, coupons or “complete your purchase” in the order update.
School · missing enrollment document
Hi {{1}}. {{2}}’s enrollment for {{3}} is still missing {{4}}. Can you send it here by {{5}}?
Why: there is an enrollment in progress and one item is missing.
Hi {{1}}! Enrollment for {{3}} is open. Save your spot with a special rate until Friday.
Why: there is no enrollment in progress: it is acquisition, with a promotional deadline.
- A pending item, deadline or confirmation for an enrollment made.
- Updates on a class, group or student document.
- Open enrollment to someone who did not ask, with a special rate.
Accounting firm · pending document
Hi {{1}}. To finish your {{2}} tax return, we still need {{3}}. Can you send it by {{4}}?
Why: it is about a service already hired and an item needed to finish it.
Hi {{1}}. Who is handling your taxes this year? We have a new plan with advisory included.
Why: it sells a service to someone who has not asked for anything.
- Ask for a document or detail of a service in progress.
- Notify a deadline or delivery of that service.
- Offer a new plan or service.
Real estate · viewing booked
Hi {{1}}. Your viewing of property {{2}} is booked for {{3}}. {{4}} will meet you at {{5}}.
Why: it confirms a viewing the person booked.
Hi {{1}}. We picked other homes similar to the one you visited. Want to see them?
Why: the viewing is over; the message offers new listings.
- Confirm, reschedule or detail a booked viewing.
- A pending item on an offer or contract in progress.
- Suggest new listings after the viewing.
Auto repair · quote ready
Hi {{1}}. The quote for the work on vehicle {{2}} is ready: {{3}}. Do you approve so we can start?
Why: it delivers the quote the customer asked for and asks for approval.
Hi {{1}}. Your quote is ready, and this month a full service comes at a special price.
Why: the quote belongs to the customer; the special-price service is a promotion.
- Quote, approval and status of the work requested.
- Notice that the vehicle is ready for pickup.
- Extra service or check-up at a special price.
Software · support ticket
Hi {{1}}. Ticket {{2}}, about {{3}}, was updated: {{4}}. Does this solve your issue?
Why: it updates an open ticket and asks if it is solved.
Hi {{1}}. Your ticket is solved. Meet our plan with priority support.
Why: the closing line sells a bigger plan (upsell).
- Updates on the person’s ticket, account or billing.
- Ask for a detail needed to solve the case.
- A plan upsell at the end of the update.
Notary office · deed ready
Hi {{1}}. Deed {{2}} is ready for pickup. Opening hours are {{3}}; please bring a photo ID.
Why: it says the requested document is ready and what to bring.
Hi {{1}}. Did you know we also handle estates and prenuptial agreements? Get in touch.
Why: it introduces new services unrelated to the deed requested.
- A completed act, pending item or appointment for the request.
- A document still needed to complete the act.
- Introduce other services of the office.
Variables and buttons
One free slot can cover several similar cases, as long as the text comes from a real event in that person’s case.
- “your document was received and is under review”
- “we still need a photo of both sides of your ID”
- “Tuesday’s viewing moved to Wednesday at 2 pm”
- “the technician arrives between 9 am and noon”
- “enjoy this week’s discount”
- “shall we close the plan today?”
- “we have news for you”
- a link to a catalog or store
At submission, fill in the variable examples with realistic values (an order number, a date, a document name). Meta reviews the examples together with the text.
Buttons: task or sale
GIF headers and copy-code buttons for promo codes are Marketing features.
A button leads to whoever solves it: “I need to reschedule” goes to whoever reschedules, not to an offer.
Common mistakes
After approval
Meta can change the category of a template that is already approved. Test with a method and check before every send.
How to test
- One change at a time. The anchor, the free slot, the buttons or the examples, never all together.
- Log every submission. WhatsApp Business Account (WABA), language, text, examples, buttons, date, status and effective category.
- Check again at D+1, D+7 and D+30. Reclassification can come after approval.
- One submission proves nothing. Operators report the same text getting different categories in different accounts.
Before every send
- Meta announces the change by email, with a banner in WhatsApp Manager and through the
template_category_updatewebhook. - Through the API, the current category is in the
categoryfield; a pending change shows incorrect_category. - Became Marketing? Stop, review the text and decide whether to send at the Marketing rate or fix it first.
- Think Meta got it wrong? Request a review through Business Support.
- Repeated misclassification can lead to warnings, limits on utility messages and temporary suspension of utility templates.
Why the category matters for cost
Since July 2025, Meta charges per delivered message, based on the template category. Rates vary by country and Meta may change them: see Meta’s official WhatsApp Business Platform pricing.
This does not mean every message should be Utility. Campaigns, promotions and news are Marketing, and that is fine: the mistake is dressing one up as the other.
Pre-submission checklist
- It is about a specific request or transaction the person made.
- It names that request (order, appointment, document, ticket).
- It brings a new fact or a real pending item.
- No offer, discount, news or invitation to buy, not even at the end.
- Each variable has a defined type of fact and a realistic example.
- The buttons are tasks about the same request.
- No GIF header and no copy-code button for promo codes.
- The submission is logged, and someone checks the category before every send.
Frequently asked questions
What is a WhatsApp utility template?
It is a message template approved by Meta to update someone about something they asked for or that is already in progress with them: an order, an appointment, a document, a ticket. Meta asks that it has no promotional or persuasive intent.
What is the difference between Utility and Marketing?
Utility is about a specific request or transaction of that person. Marketing tries to create interest, a sale or a return visit: offers, news, invitations, re-engagement. If a template mixes both, Meta classifies it as Marketing.
Does a form submission make the follow-up message Utility?
Not on its own. What counts is the real purpose of the message. If the person asked for a quote and the message delivers the quote or asks for missing information, it can be Utility. If the message only reopens the contact to sell, it is Marketing, form or no form.
Can Meta change the category after approval?
Yes. Meta reviews templates and can move them from Utility to Marketing. It usually gives 1 day of notice by email, in WhatsApp Manager and by webhook; for businesses that already received a misuse warning, the change is immediate. The template stays approved, but it is charged as Marketing.
Can I use one variable to send different texts with the same template?
Yes, if each text is a fact about that person’s case: “the document was received”, “the ID photo is missing”, “the viewing moved to Wednesday at 2 pm”. Using the variable to slip in an offer after approval turns the send into Marketing and can lead to restrictions from Meta.
Does an order or ticket number make a template Utility?
It helps show which request the message is about, but it does not decide on its own. Meta sets the category based on the whole template: text, variable examples and buttons.
Is a Marketing message more expensive than a Utility one?
Yes. Meta charges per delivered message by category, and Marketing has a higher rate than Utility; in Brazil the gap is large. Rates vary by country and Meta may change them, so check Meta’s official pricing page.
Sources and review
Reviewed on October 25, 2026. The category rules belong to Meta and change over time. This guide summarizes the sources below and does not promise any approval rate. The examples were written by Pink to illustrate the reasoning and were not tested one by one.
- Meta: template category guidelines and WhatsApp Business Platform pricing.
- Twilio: WhatsApp key concepts (utility tied to an agreed-upon transaction).
- Bird: utility templates (no promotional language; GIF headers and copy-code buttons outside Utility).
- Blip: template categorization (category change notices).
- Operator report: Leonardo Candiani’s repository, with 33 submissions to a real account, one batch of 4 templates reclassified in about 25 minutes and a gallery of 105 templates from 3 accounts. Useful for hypotheses, not for estimating rates.
- Forum r/WhatsappBusinessAPI: same text, different accounts and templates moved to Marketing in bulk.
These are operator reports and vendor documentation, not controlled studies. Meta always makes the final call on category.
